Introduction
Millennials: millennials are setting the pace in influencing the political dispensation of this decade. They represent the majority of registered voters and are gaining more and more power in this era because of their status as the largest generation on Earth. There are about 1.8 billion millennials on Earth, which is about 23% of the global population. [www.KuyukTimes.com]
Who are the millennials, and how big is their sphere of influence?
Millennials are people born around the turning end of this millennium- in 2022 their age range will be between 41 to 26 years. Some characteristics of millennials include being computer savvy -they grew up with the internet/computer, they exhibit individualism; they are the most ethnically diverse generation, and they are goal-oriented/optimistic. They are also the most educated generation and are increasingly becoming more influential. (There is no exact science of grouping generation; some people consider the group to be from 1980-1990. The suitable definition for millennials is- people born in the last quarter of the last century.)
Generations Eligible to vote in Nigeria- among the four generations living and working side by side alongside each other, three of the generation are all eligible to vote- the baby boomers, the Gen X, and the millennials- all the people born in these generations can vote. The zillennials who are the youngest generation among the generations, started voting in Nigeria during the 2015 elections when the All Progressive Congress candidate Muhammadu Buhari won the election against the incumbent president GoodLuck Ebele Jonathan- the standard bearer of People’s Democratic Party. The first zillennials in Nigeria became Eligible to vote in 2014 a year before the 2015 election. The number of Baby boomers and the Gen X that are eligible voters is declining due to old age and death – the baby boomers generation are virtually becoming extinct- the oldest baby boomers are now septuagenarian. Millennials are the largest group among this generations mention above, this makes them the group with the largest number of eligible voters and the most youthful- which also makes them the most active when it comes to being able to canvass for votes. Nigeria is one of the nation’s consider to have a youthful population- about 35% of its Population are youth. Since the nation is teeming with youth then they are the ones shaping the country's politics when it comes to election and judging by the type of people being elected into office both in the country and abroad there is no doubt about that. Millennials are the political influencers of this decade, and not just because they have the largest demographic of voters or because they are dictating the political pace in this era. They are the Political influence of this decade because it is their era: they are the ones having kids and having new families, they are the once mentoring the zillennials and some of the zillennials are even their kids; millennials are also the ones taking care of most of the folks in the oldest generation- the baby boomers. What they are doing now will shape the future that is one of chief reason they are they political influencers of this decade. Millennials are among the largest demographic of influencers online too. Political campaign is shifting to online platform because that is the place that millennials dominate and influence just like the way fruits dominate in the illustrative tree shown below.
Millennials’ Sphere of Influence: millennials' sphere of influence is very wide due to their close relationship with all the other generations. Millennials are the sons and daughters of baby boomers and early generation X parents. The relationship between millennials and generation Z gives millennials leverage over them. Millennials are the predominance teachers in high school right now – they are the once that are teaching zillennials in high school in this era, and some older millennials- that stared having kids at an early age- are parents of some generation Z too. This relationship between millennials and other generations gives them leverage. Millennials are the bridge between generations Z, generation X, and Baby boomers- they are simply the link between all the present generations alive. Both the baby boomers and generation X will hand over the baton of leadership to millennials- when Alhaji Atiku Abubakar the presidential standard bearer of PDD in 2023 election was talking about transition of power from senior generation to the younger generation in his declaring speech in 2022, he was in fact talking about handing over of power to millennials, not generation Z because they are not grownups yet. This is one of the reasons why millennials are gaining more influence politically in this decade and the fact that they would inherit $68 trillion dollars from the baby boomers is just a bonus to their status as political influencers of this decade. If one cares hard enough to observe the present political dispensation of the world he will see the footprint of millennials all over the place- for the first time in the U.S., a female is presently the vice president, and a Muslim woman was elected as a congresswoman. Here in Adamawa state, Nigeria. A woman is elected as a senator for the third time in the history of the State. And a vibrant young man from a humble background is also elected as a senator, making him the youngest senator in Nigeria’s history.
The election of more women into political and public offices, the diverse political structures presently being witness around the globe in most of the democratic countries, and the election of younger men and women into public and political office is in sync with some of the ideologies that millennials support and promote.
Adamawa state for instance is the most progressive states in the nation despite its high level of illiteracy the reason for that could be attributed to the actions of millennials in the state- they are influencing the elections. You could identify millennials in the state when their campaigning just by the slogans or the words that they use on their posters or billboards, slogan like Daddy 2023 or Mama 2023 is basically related to them this is because most of the septuagenarians candidates who are baby boomers are their parent- Baba Atiku is going to get more popular than his slogan of the unifier because they can identify with that better. It was same thing that happened to the first woman in the history of Nigeria to be the gubernatorial standard bearer of a major political party- she was given the alias Mama Taraba-meaning mother of Taraba- this slogan is in tandem with the millennials drive to elect more women.
Binani the second woman to be the gubernatorial standard bearer of a major political party and also the first woman in Nigeria’s history to be gubernatorial standard bearer of the ruling party could actually get elected if she fused her campaign programs with a lot of millennial ideology- she could make it to the first office of the state if she does that. These events that have been unfolding on the world political stage are not a coincidence or magic. They reflect millennials' choices and what they desire like gender equality and equal right. Their desire to promote gender equality has paved the way for more women to participate in politics. Most millennials grew up seeing their mothers fade into the background or made to wait in a secondary status that belied their natural strength so they are changing that.
Online platforms and influencers are the concatenation that will creates the winning formula in the 2023 election in Nigeria if organized perfectly. Politicians and political parties should wake up and follow the trend that tech giants and the food industries are at the forefront of- targeting millennials as their consumer base because they represent the purchasing power. These industries know how influential the generation is that is why they study them in order to know what is important to them- once they get the insights into what matters to them, they then use it to guide them in their marketing strategy- the same could be done in politics in order to get more votes. It is shown that companies that have done this kind of study in these industries are rated highly. It is the era of millennials and they are the influencers that matter now more than the rest. Millennials could elect anyone into office if they want to. So it's just a matter of reaching out to them and knowing what is important to them. This bluepaper outline some challenges that could be faced when reaching out to them. It also includes a Peer-to-Peer Voting Campaign Network (2PVCN) with the guidelines on how to set it up. The days of political party cabals are numbered it’s the era of ace influencers and influencer- that can get the job done.
Note: If any influencer can canvass for vote for you then let him create and coordinate a group- if he can do that then it is only right you give him the necessary tool to do that .Don’t get caught up in party politics. Party is just platform a platform it lose it saltiness it will be of little use to any aspirant. Millennials can influence the outcome of any election because they have the votes to do that and using a Peer-to-Peer Campaign Voting Network (2PVCN) strategy just makes that easier. What is the Kuyuk Times' bluepaper all about and what is a bluepaper? A bluepaper is a document prepared by an organization which contains a report that gives information on a particular subject and explains an organization’s plans on that subject. Kuyuk Times’ bluepaper identifies the generation that is the most influential in politics in this era, which are the millennials. It also identifies some challenges face by millennials in politics. In Nigeria for instance since millennials started dominating as the largest demographic of voters– voter turnout has been in steady decline because they are apolitical, three (3) out of Five (5) millennials are not connected to any political party. To help stop the spread of apolitical tendency among millennials Kuyuk Times has launched a political platform – The Global Influencers Forum. The forum is open to the general public and A Peer to Peer Voting Campaign Network (2PVCN) of Alhaji Atiku Abubakar Wazirin Adamawa state is the first on the platform.
Problem statement
Low-voter turnout: in Nigeria, during the last decade, the number of registered voters has increased while voter turnout has continued to decline since the 2003 election as indicated by the bar chart below [www.electionguide.org.] The list of the factors that contribute to the decline in the numbers of people participating in the polls can’t be exhausted here so we will discuss at least two of factors that contribute to it in this blue paper.
There are speculations in some quarters that some people are registering as voters to secure the voters’ cards as a means of identification, instead of acquiring the card to enable them to vote- if they are eligible to vote then there is nothing wrong- if they use the card as a means of identification. But in most instances those that secure the card as a means of identification tend to reapply once this cards are misplaced or lost or damage- they also tend to re- register sometimes with another alias or with a slight variation in their name like replacing the y in Hanny with an i or by adding or removing initial in their names as in the case of John M Doe who could remove the M in his names- that does the trick he retain his partial identity- with time and technology sit is becoming hard to do that thus in Nigeria. The problem of double and multiple registrations rises due to these practices which then spikes the numbers of voters in the country this in turn affects the figure of the voter turnout after the elections. The voter card is the easiest means of identification to access in the country- there voters’ registration centers in most of the nooks and crannies of the Nigeria, and all a person needs in other to register is any means of identification like school or office IDs. It is hard not to believe the speculation that the PVCs preference by most people as a means of identification is the chief reason for double and in some cases multiple registrations as stipulated above. The voter card is the prime means of identification because it is free and has no expiration date like an international passport or the driver’s license which are costly to acquire too. During the continuous voters’ registration that started last year, INCE has targeted 20 million new registered voters. It seems that this projection is a tall order. Presently they have a little of over Six (6) million new registered voters- that is less than 38 % of their target of new registered voters. The process is still going on. It is in its last quarter though. The drop in the number of projected new registered voters is in tandem with the speculation mentioned above. The Federal Government of Nigeria’s gave a directive that the NIM number is now mandatory for SIMs registration, and all mobile subscribers that have not linked their SIMs with a valid NIM number will not be able to use their SIMs to make calls. This directive made the nation’s Nation Identification Card the most sought-after means of Identification it has now replaced the voter card as the most sought after means of identification. This is the chief reason for the decline in the number of new registered voters, and also it will correct the distortion in the INCE registry cause by double registrations by those seeking voters’ card as a means of Identification. The next election will see high voter turnout because of this correct as time moves on the voter turnout in the country will reflect the real statistics.
The New Dawn: the current political ecosystem in Nigeria is rife with politics of self-interest instead of that of sustainable political ideologies while this is alarming it is still within the political gambit but it will also encourage a new kind of campaign style that will usher in a new era for a new breed of campaigners called- political influencers which are people that can setup a local small group to pursue their political ideology or self-interest. The old school style of campaign by mobilizing associations and cooperative societies and unions will soon be laid to rest by the politics of self-interest and out of it ashes will raise forums like the Global Influencers Forum. This things are already taken roots they could be seen in poster across Adamawa State or other states with slogans that says “ Bekaji Youth For the Governor” Bekaji is a big community in Adamawa state, and this is politics we refused to believe such a hullabaloo of a slogan- there always malcontented in every community. But when you see an association with slogans similar to that then it is true because it is a collection of people promoting the same ideology. All these kinds of campaign slogans are signs that the new dawn has arrived. What Global Influencer forum does is provide a platform for these groups and it also shows them a way that they could organize a peaceful campaign without resorting to violence. Other social media have already provided such a platform but the noise in them is just too much. What set Global Influencer forum apart is that it will bring standard bearers of political party and voters together and help them achieve their goals. There will be perks also for written articles and other things so that millennials will be encouraged to be politically active.
Individualism: individualism also known as own your own (OYO) in Pidgin English has always limited millennials from accessing their full potential as ace influencers in politics. This individualism has made most of them disassociate themselves from any physical active groups that are not religious or related to their profession. Hence they become apolitical. Two (2) out of five (5) millennials don’t participate in politics while three (3) out of Five (5) have no political affiliation with any political party- the numbers will continue to increase if there is no paradigm shift in the way most political parties structure are organized and if electronic voting is not introduced in the next polls. The youth wing must be restructured in the parties to pave a way for something new (any political party that acts on this bluepaper will be setting a new course for itself that will lead of victory). The old party campaign method- of getting an association or union list to campaign with has its use but only toward the aging voters who grew up in an era of unionism and are now in the minority and are becoming obsolete due to aging. These old Guard and their campaign methods are not viable for millennials who perform better where their input matters and online. Millennials are opinionated, and they thrive on it. They will comment on everything if they can.
Since millennials started to become the predominance voters in Nigeria there has been a steady decline in voter turnout that is partly due to individualism. From 2003 -2015 the decline is from about 68% to less than 50% that is more than 15%. Online campaign can secure votes from Millennial but what will scrub political apathy among millennials is electronic voting. Since the electoral empire in Nigeria is slow to respond by introducing electronic voting then online campaign is the remedy for now against political indifference. Social Media despite its drawback and its noise is a good place to start canvassing for votes. Privacy promotes individualism. Information
Being able to identify who and what matters, and is the key to victory for example knowing a dress code matters when it comes to fashion- if you can identify the differences between a suit and a tuxedo it will help you know the right cloth to wear to every event. Politics is like fashion if you can figure out the right generation to canvass for their vote then you just wore the right cloth to the right event. If your campaign is targeting people above 40 years of age only as the majority of your voters then you are like a person that just wore a tuxedo to an event in which the dress code is a suit. If your campaign is targeting youth and women between the ages of 35 -18 years then you are split millennials’ vote and adding zillennials’ to it, and by removing the older millennials cohort you are removing the influencers among the millennials demographic. And when you do that you are just like a person that wore a suit and then added a bow tie to it thinking he wore a tuxedo to an event in which the dress code is a tuxedo: any campaign in Nigeria that does not target people between the ages of 41 –24 hangs in balance- the people in this age demographic are called millennials and this demographic constitutes the majority of the country’s voters. If you are targeting women and youth and you put an age limit then you are likely splitting the millennia cohort group into two and maybe you will try to mix it up with zillennials- who just started voting in Nigeria in 2014.We cite this example of youth targeting because in most instances what we come across during our research- Most DG of campaigns or candidates are dividing the millennial cohort without even knowing that. Why split millennials while you could have them all to yourself and their sphere of influence? It was when millennials started calling the President “Baba Buhari or Baba” that he clinches the votes to make it to Aso rock. The more Atiku is being called “Baba Atiku or Baba” the likely his chances will be for wining with a wide merging. The use of these words signifies recognition from the millennials cohort.
Online platform has also become a viable means of campaign since communities and their problems can now be found there, being able to identify voters' problems, being able to identify the right group, and being able to identify the right influencers, and being able to identify the differences in the country's politics is crucial for victory and online platform can offer an insight to enable people identify plenty of the country’s political issues.
The Peer-to-Peer Voting Campaign Network is just the right tool to use for campaign. Those that can create a Peer-to-Peer Voting Campaign Network (2PVCN) or something similar to it could be able to include all millennials in their campaign. Millennials get their news on online sites and on social media when it is trending- in Adamawa state ahead of the 2023 general election, INEC has announced that it has an addition of 111,762 new registered voters in the state- 83,395 of these voters started their registrations online and were able to complete that in the course of the ongoing continuous voter registration (CVR) exercise.
That is an amazing 74.50% of the new registered voters that start their enrollment online in the state- to millennial online platforms is part of their identity because they grew up with it. The first thing they do when they wake up in the morning is reach for their smartphones to check their e-mails or status- everything in their generation is made to be smart- smart watchers and TVs, the generation after zillennials- Ai generation- will have Ai(Artificial intelligence) devices to contend with after millennial and zillennials perfect it for them. Millennials are buying everything smart because they rely on them and are part of their life that is why they are connecting these smart devices to online platforms where the access it easily. Millennials don’t listen to Radio Nigeria or VOA or BBC for news, their sources for information is online via news apps and sites.
Millennial live and breathe online platforms- they are the reason campaigns are now shifting to online platforms. Their ability to reach out to each other via smart devices has negated their individualism and using it they group themselves according to what interests them. This has simplifies how to reach out them and to know what they are interests in. If you are trying to reach out to millennials via the traditional way, using physical groups and associations then you are doing it the wrong way. The right medium to reach out to them is via online platforms. Millennials are active in groups but only online, their opinion is important to them and on these platforms (social media) they get to share them and comment on others' opinions too. They dominate on social media they have the highest number of users online and the most active groups online too. Targeting them with an advertisement or adding them to a group online may get their attentions but not their votes. They will like, share, and post whatever is in their group but that those not mean endorsement to them- remember they are goal oriented so they will promote the platform be participating in it activities. One of the things that hinder them form grasping the advertisements and message on politics online is the noise in social media platforms, by noise we mean what distract them such as if is not trending then it’s not worth reading or voting for- they like what is trending a lot or has a good review or what has a lot of views or retweets. They dismissed good advertisements and massage without forming their opinion on it because they rely on the groups view and those influencing it- it is like the peer pressure thing but more complicated. Social is best use for information dissemination and advertisements not full political campaign. A web site on the other hand is more ideal. Sharing a link of a site on social media is the right trick it takes a person out of that noisy social media platform to a sit that is siren where the user could read the message without distraction. The site should provide a place for a tete a tete with the users too via tools like poll section or chart sections. For millennials to commit and rise to the occasion when it comes to elections a new strategy has to be used.
There happens to be a strategy already in existence there is no need to spend time or money to develop that, they only thing need to use it is to tweak it. Social media handles now come with personality descriptions and the favorite among millennials is Influencers they have a lot of followers- there local and national and international influencers just like there local, international and nation celebrities. Influencers are trendsetters among the millennials they blaze the trail, and the rest follow them; they can reach out to their followers to get support. Below are two example of what influencers can do with online platform.
The DeletSpotify campaign- in 2022, Neil Young protested what he believed was misinformation about Covid-19 by Joe Rogan on Spotify by taking down his songs from the platform. He shared his views with his follower on social media in a public letter. His action Ignite the “#DeleteSpotify” Campaign which trends on some social media platforms. Thousands of people began to delete their accounts with Spotify. Spotify is the biggest online streaming music platform. The delete Spotify campaign ends up shaving off about $2 billion of Spotify’s market value and cost it 19% of its subscribers which unsubscribed from the platform. This demonstrates that online platforms can be used for campaigns even if it is for boycott like the one above.
Influencers can make a difference- in November 2021; Davido a singer took to his social media handle and asked his follower and associate, and friends to raise N100, 000,000.00 for donations to orphanages within a few hours he was able to raise more than that amount. There are many instances out there of how influencers use social media to change the narrative. The concatenation of influencers and online platforms (social media) may be the winning formula for some candidate in the 2023 general election in Nigeria.
Part of the winning strategy is to build a Peer-to-Peer Voting Campaign Network (2PVCN) and the magic is to let the influencers build them by themselves by recruiting more influencers they believe could influence the election with their voice.
A Peer-to-Peer Voting Campaign Network (2PVCN) is a network of registered voters that represent the largest demography of registered voters in this instance millennials. A single Peer-to-Peer Voting Campaign Network (2PVCN) is structured around two sub-network created by Influencers-I who are also known as Genesis Influencers and Influencer-II also known as Seeding Influencers. The network created by any Influencers-I (Genesis influencers) is called “Genesis Network,” while the sub network created by any influencers-II (Seeding influencers) is called “Seeding Network”. Figure: 1, Shows an example of a Genesis Network while figure 2 shows an example of a Seeding Network.
A Genesis Influencer is the creator of the Peer-to-Peer Voting Campaign Network since his network of peer group is the first network in the Peer-to-Peer Voting Campaign Network (2PVCN). The onus of managing the Peer-to-Peer voting Campaign network (2PVCN) falls on him. The Seeding Influencers is the creator of the Seeding Network a sub-network of the Genesis Network. The Seeding Influencer does not manage his network but rather helps the Genesis Influencers in coordinating the Seeding Network activities that he created. The connection of these two networks creates the Peer-to-Peer Voting Campaign Network (2PVCN). Influencers are nominated to the Forum so that they could be vetted to see if they meet the criterion for being eligible to participate in setting up a Peer-to-Peer Voting Campaign Network (2PVCN). A Peer-to-Peer Voting Campaign Network brings influencers together in one network and in a single platform like the Global Influencers Forum? Influencers from different wards, federal constituencies, and senatorial zones all come together in a single network of peer groups to canvass votes for a single candidate and it will be going global soon too by God’s grace.
A nicely setup Peer-to-Peer Voting Campaign Network (2PVCN) guarantees the votes of the entire participant in the network, and also at least five times that votes coming from each influencers’ household. A Peer-to-Peer Voting Campaign Network (2PVCN) is the combination of the Genesis Network and Seeding Networks. It means in a single A Peer-to-Peer Voting Campaign Network (2PVCN) there is one (1) Influencer-I, five (5) influencers-II, and thirty (35) Influencers-III as shown in figure: 3, which is a complete structure of A Peer-to-Peer Voting Campaign Network (2PVCN) operate in a single Senatorial zone. The collection of this Peer-to-Peer Voting Campaign Network in a single state is what is used to set up the State Voting Campaign Network (SVCN) for branding the S could be ditched so that it could be replaced by a political party’s standard bearers name example: Binani’s Voting Campaign Network (BVCN). The structure of A State Voting Network (SVCN) would then be consists of seven (7) Influencers-I, thirty-five (35) influencers-II, and two hundred and forty-five (245) influencer-III.
Global Influencer Forum is going to be the hub for all the networks- it will be where Influencers will meet to share their thoughts; it will also be the hub for administering to all the networks activities. Poll tool, Media room, newsroom, and lots more are all in the forum to provide the Influencers with the right campaign tools. Figure: 4. shows the state structure of the State Voting Campaign Network. (Three or more Ace Influencers will coordinate the activities of a State Voting Campaign Network).
The collection of the entire Peer-to-Peer Voting Campaign Network in all the thirty-six states of Nigeria will make up the Nigerian Voting Campaign Network (NVCN) for branding the N could be ditched for the name of the standard bearer of any political party- example Atiku Voting
Campaign Network (AVCN) and with a Slogan- Millennials 4 Atiku or as in the state case Millennial 4 Binani. The Nigerian Voting Campaign Network (NVCN) will have Two hundred and fifty-two (252) influencers-I, One thousand two hundred and sixty (1260) Influencers-II, 8820 Influencers-III. How to set up A Peer-to-Peer Voting Campaign Network
(Example Adamawa State Southern senatorial Zone)
Genesis influencers (also called influencers-I) are the creator of the Genesis Network (GN) so the onus of managing a Peer-to-Peer Voting Campaign Network (2PVCN) falls on them because it’s their peer group that is the genesis peer group of the network. The activities of any Influencer-I will be restricted to a single senatorial zone that he is a denizen or native of. Influencers-II: are any influencers that are nominated by any influencers-I to create a Seeding network-the activities of any the Influencers-II will be restricted to a single federal constituency that he is a denizen or native of. Influencers-II are also called Seeding Influencer. Influencer –III: are any Influencers that are nominated by any influencers-II, the activities of Influencers-III will be restricted to the wards that they are designated to they should also be native or denizen of that area or community.
How to Create the Genesis Network
Step One: Know Your Senatorial Zone:
You must identify the number of Local Government areas in your senatorial zone if you are a Genesis Influencer- you must also know how many federal constituencies are in your senatorial zone and the number of wards in each Local Government Area in your senatorial zone. After you figure out all these things you are ready for step two.

Step Two: the Process of Nominating of Seeding Influencers or Influencers-II
You shall Nominate Five Seeding Influencers (Influencers-II)- each federal constituency shall have one Seeding influencer- that is mandatory. You shall then again select two more seeding Influencers (influencer-II) it is mandatory to nominate one from the federal constituency with the highest wards and the one with the second highest wards- one from each of them. That will make the number of influencers-II in the Genesis network to be five (5).

Ganye, Jada, Mayo-belwa, and Toungo Federal constituency has 42 wards
Demsa, Lamurde, and Numan Federal Constituency has 30 wards
Guyuk and Shelleng Federal Constituency 20 wards
Since Ganye, Jada, Mayo-belwa, and Toungo federal constituency have 42 wards making it the federal constituency with the highest wards, it is mandatory it has two Seeding Influencers (Influencers-II). Since Demsa, Lamurde, and Numan Federal Constituency have 30 wards making it the federal constituency with the second highest wards, it most also have two Seeding Influencers (Influencers-II). Since Guyuk and Shelleng Federal Constituency have 20 wards making it the federal constituency with the lowest wards it has the only one mandatory Seeding Influencer (Influencers-II) nominated earlier.
Congratulation you have just created the Genesis Network of the Southern senatorial zone of Adamawa State as shown in Figure 6.

How to Create the Seeding Network
Step One: Know Your Senatorial Zone
You must identify the number of Local Government areas in your senatorial zone if you are a Seeding Influencer, you must also be able to identify how many federal constituencies are in your senatorial zone and the number of wards in each Local Government Areas in your senatorial zone. After you figure out all these things you are ready for step two.
Example: Adamawa State Southern Senatorial.

Step Two: Dividing the wards in each Local Government Areas of a federal constituency into three peer groups and creating three sub-networks called “Peer Group Networks.”
You shall divide the wards in each Local Government Area in a federal constituency into three peer groups named- Peer One, Peer Two, and Peer Three. Example if a Local Government Area has 10 wards; namely ward-1, ward-2, ward-3, ward-4, ward-5, ward-6, ward-7, ward-8, ward-9, and ward-10. Divide these wards into three groups- ward-1, ward-2, and ward-3 should be in the same group called “Peer One”; ward-4, ward-5, and ward-6 should also be in a group of their own called “Peer Two” while ward-7,ward-8,and ward-9 should be in another separate group called “Peer Three”, you will have three wards in each of the Peer Groups the remaining one ward: ward-10 should then be added to any of the group or the last group we made: called “Peer Three. 3-3-4 is the result of the division. It means three (3) wards shall go to Peer One; three (3) wards shall also go to Peer Two while Peer Three shall have four (4) wards. You shall then create three sub-networks group named “Peer Group Network One and Peer Group Network Two and Peer Group Network Three.” You shall then take all wards in Peer One and place them into Peer Group Network One and all wards in Peer Two should be placed in Peer Group Network Two, and the same should be done to all the wards in Peer Three all the wards in it should be placed in Peer Group Network Three. The collection of all the wards in all the Peer Group Networks is what creates the Seeding Network (peer group network one, peer group network two, and peer group network three with all the wards in them constitute the Seeding Network.) Figure: 7 shows the Process diagram of creating Peer Group and Peer Group Networks.

The Jada, Ganye, Mayo-belwa, and Toungo Federal Constituency of Adamawa state will have thirteen (13) Wards in its Peer One; Peer Two will have fourteen (14) wards while Peer Three will have sixteen (16) wards.

The Seeding Network for the Southern Senatorial Zone of Adamawa State which is made up of three sub-networks will have the following wards in each sub-network: Peer Group Network One will have twenty-four (28) wards, Peer Group Network Two will have twenty-nine (29) wards, while Peer Group Network Three will have thirty-six (36) wards,

Step Three: Process of Nominating Influencers or Influencers-III
You shall Nominate two (2) Influencers-III from each of the three peer group networks that you have just created that is mandatory the selected influencers are called “Influencers-III,” the peer group network with the highest wards will have an addition of one Influencer-III nominated in it- bringing the total numbers of influencer-III in the Seeding Network to Be seven (7). The influencer shall be denizen or native of the federal constituency. Congratulation you have just created a Seeding Network. When you connect the Genesis Network and the Seeding Network You have created A Peer-to-Peer Voting Campaign Network (2PVCN). The 2P in the 2PVCN Stands for the two Peers of the networks that makes the Peer-to-Peer Voting Campaign Network while the name of the network means A connection of the two peers of networks- the Genesis Network created by Genesis Influencer and the Seeding Network created by the Seeding influencers. A network is a closely connected group of people.
The influencers-III that are nominated to by the seeding influencers will be assign the wards that they will be canvassing for votes from and no influencers- III should be as assign more than three wards. There other people setting up similar networks so the Genesis influencers will work with the Ace influencers of his zone whom will consult with those administering in the forum to assign the influencers-III to a suitable table ward they will not overlap.
Solution: Guideline for Setting Up the-Peer-To-Peer Voting Campaign Network
The following guidelines should be followed when setting up the peer-to-peer campaign voting network.
Influencers are nominated to the Forum so that they could be vetted to see if they meet the criterion set up in the Guidelines for setting up a Peer-to-Peer Voting Campaign Network as for influencers-III the wards that they will be designated to will be selected for them.
All information and tool (campaign poster and write up, online forms, Gif, etc.) for information dissemination and campaign will come from the forum. It will be branded before it is passed to all influencers base on the Peer-to-Peer Voting Campaign Network organogram as shown in figure 3.
Due to the complex nature of our society influencers can only share information that is given to them by the influencers that recruit them into the network and they can’t just share anything just because it is in the forum. The information will be send to all influencers via the forum’s e-mails.
Each influencer shall conduct a poll once a month for popularity test in his social media handle, to help in accessing the campaign progress. And he/she must be active in the forum
Genesis influencer ages range should be between 45 -36 years he/she has to be a denizen or native of that senatorial zone he setting up the 2PVCN.
Seeding influencers (influencer-II) age range must be between 35- 29 years he/she has to be a denizen or native of that federal constituency he setting up the 2PVCN
All influencers-III age range must be between 28 -23 years he/she has to be a denizen or native of that Local Government Area he is designated to.
Gender equality must be strictly observed while selecting all categories of influencers. In the Genesis Influencers category- at least one female should be among those nominated, in the influencers-II category at least a female should also be nominated while two females should be nominated among the influencer-III category.

1. Introduction.
First, I want to thank you all for being here today and for all your enduring support. I know there are over twelve million Nigerians out there, who may not be here with us today, but they have been with us since the 2019 election. I know these numbers are growing every day. I want to thank you all for believing in our vision.
I want to thank you all for your bravery. Despite the disappointment in the last election, you still believe that this time around, it is possible. For me, I could say there was never a break. Since our last fight in the court, challenging the 2019 election results, I have received several calls and encouragement from you to contest again.
I have listened to your brave voices. Beyond the words coming out of your mouths, I could imagine your frustrations, yet you are hopeful. I admire you greatly for choosing hope over despair.
I know why you are doing this. You are doing this because deeply you believe something good is possible and is coming to Nigeria.
In the face of the worst division, you believe this country can still unite. In the face of economic hardship, you believe prosperity is coming. In the face of the worst insecurity, you believe peace is possible. I also share in your optimism; that is why I am here today to give you an answer.
2. The 2023 Election.
The 2023 election is not just like the usual elections; it is a referendum to decide whether we want greatness or continuous destruction. It is a choice between two paths: the path of unity and progress or the path of division and backwardness.
We need a new kind of leadership that will steer us on a positive path. In 2023, we want a President who has ideas on how to fix Nigeria. We want a president who understands, inspires and is empathetic.
As the election is fast approaching, we should not be distracted from the devastating conditions we are in now. The ruling party wants to divide us; they want to divide us along the political, ethnic, and religious lines so that we forget to blame them for the rising inflation.
They want to distract us from holding them responsible for the insecurity and rising poverty. They want us to be facing each other and hating one another. We should focus on the issues, not our differences. Let us unite and fight our common enemies: the lack of unity, insecurity, poverty, inflation, and unemployment.
That is what this election is about. I have no doubt in my mind that we as Nigerians can do it. We have done it in 1993. We can do it in 2023. We must stand firm, get our PVCs, come out en-masse, cast our votes, and protect it against any manipulation.
I have contested for the office of the President of the Federal Republic of Nigeria a couple of times in the past. My enduring persistence is borne out of my passion to rekindle the Nigerian dream that I was privileged to live.
Nigeria is a land of possibility. There is no challenging background that will make any Nigerian give up. I am a living witness to what is possible in Nigeria.
3. My Story
Who could have ever imagined, an eleven-year-old village orphan, who had to rear other people’s cattle to raise money to feed his family, would have the opportunity to go to school for free, rise through the cadre of a decent profession, establish successful businesses, and become the Vice President of this country?
That is the Nigerian dream and that is my story. That is the possibility I want to pass to you and your children. No matter your current circumstances, that should not limit your success in life. There should not be any limit to what you want to achieve if you are willing to work for it.
That is my dream for Nigeria. However, that is not possible without credible and visionary leadership, and that is what I want to offer to Nigerians.
4. The Declaration
You and I know that Nigeria is in dire need of visionary leadership. Our fundamental principles and purpose as a nation have never been challenged as it is today. Presently, Nigeria is a sinking ship; it must be rescued urgently. That is why I am happy to announce my candidacy for the President of the Federal Republic of Nigeria, under the platform of the People’s Democratic Party (PDP).
I offer myself to rescue the sinking ship. Under my captainship, this ship will sail to a brighter course by the grace of God. However, this journey is not mine alone. It is a journey I am taking for all Nigerians. It is also a journey to a destination I planned with my late great mentor, Major General Shehu Musa Yar’adua, and with my beloved compatriot, the late, and great, Chief Moshood Kashimawo Olawale Abiola. May their souls rest in peace.
These two gentlemen helped me find my path in politics, and as a group, we had a vision to run Nigeria in a businesslike manner, where, as one nation, we would bid farewell to poverty, by understanding our differences, and harnessing them to do together what we would not be able to do separately.
5. My Plan
Under my presidency, I want to focus on five key areas: Unity of Nigeria, Security, Economy, Education, and devolving more resources and powers to the federating units.
Since the civil war, the unity of Nigeria has never been threatened as it is today. Nigerians are losing hope in the oneness of this country. My fellow Nigerians, I am the unifier that is coming to bond the broken union.
We will open doors for dialogue to hear the grieving voices of all Nigerians. Under my presidency, there will be a new Nigeria, where everybody has an equal voice and is heard.
Throughout my life, I have never looked at Nigerians as divided people. In my eyes, all Nigerians are the same. When I see you, I don’t see Yoruba or Hausa or Igbo or Fulani or a northerner or southerner; when I see you, I only see a Nigerian, and I expect the best from you.
All Nigerians are equal and should be seen and treated equally. There is no unity without justice and fairness. That is why I will deliver leadership of justice and fairness.
Why is unity a priority? Well, we must work to strengthen our unity as my dear friend and brother, Chief Alex Ifeanyichukwu Ekwueme, once said. National integration, he continued, will not come as a gift. It is the role of the government to work very hard and promote it.
The APC administration has failed in its fundamental responsibility of protecting the lives and properties of Nigerians. The most significant human right is the right to life, which has not been protected under the APC administration.
Our military forces are fighting on the front lines without equipment and morale. That is not fair. If we get into power, we will increase the welfare of all security forces. We will use modern technology and intelligence to combat insecurity. We will also increase the number of personnel for our security agencies.
Why security? Because national security is the first sign of a functional government, and where it does not exist, we must not blame those who threaten it. We can only blame a government that allows it to be threatened. And if I am elected as your President, insecurity is one thing I will not tolerate.
All the macro-economic indicators are not favorable under the APC administration. APC inherited single-digit inflation; they now increased it to about 16%. When APC came into power, unemployment was around 9%; now, unemployment is more than 33%.
The Exchange Rate was N197 to a Dollar in 2015, but in the hand of APC, Naira suffered the worst devaluation ever. As we speak, the exchange rate is more than N400 to a dollar, the official rate.
That was not the change we wanted. If we get elected, we will create alternative sources of foreign exchange supply to Nigeria and reduce importation to increase the value of the Naira.
They said we should go back to the farmlands. How can you ask people to go to the farms while you have not secured the farms? People cannot go back to the farm because they are afraid, they could be kidnapped or killed.
Under my leadership, we will ensure absolute security because that is the number one condition for economic prosperity. We will provide access to mechanized farming systems and develop the agricultural value chain. We must diversify our foreign exchange sources through exports of processed agricultural products.
When APC came into power, Nigeria’s debt was N12 trillion, and now they increased it to N32 trillion. They still want to borrow more. Under my leadership, we will reduce government borrowing. Too much borrowing comes at the detriment of future growth.
We will operate a liberal economy that allows small businesses to grow through lower taxes and charges for small businesses and low-income earners. We will encourage the expansion of the private sector to spur economic growth.
For our population to have a positive impact, we must equip our people with modern competitive skills and provide the right environment for them to thrive. As Chief Abiola once said, “we in Nigeria must not allow ourselves to be left behind.” If you look at our present state, you will agree with me that the world, and sadly, even the rest of Africa have left us behind.
More than 100 million Nigerians are either unemployed, underemployed, or unemployable. How could our ever-increasing population be of added value if we do not create opportunities for our people?
I know how to create jobs. I built several successful businesses and companies within Nigeria, and as a result of which thousands of people are gainfully employed. If I can manage my businesses well, I can manage the Nigerian economy well.
Education should be given free to every Nigerian, at least up to the secondary school level. I know the value of education; if not because of education, what kind of value would someone like me, a poor child from a small village would have added to Nigeria?
That is why I established an educational community in my hometown, where I built schools from Kindergarten to University all in one place to provide education to the promising younger generation.
The success of any educational policy is not measured based on the number of bodies in classrooms or schools alone but also on the quality and relevance of the education. That is why we will invest in improving access and quality of education.
Nelson Mandela once said, “No country can really develop unless its citizens are educated.”
Every Nigerian must have access to affordable and decent healthcare. No Nigerian should be afraid of falling sick just because they cannot pay for the hospital bill. We will strengthen our health care programs so that every Nigerian can have access to the required minimum healthcare quality.
Nigerians cannot afford to pay high petrol prices. That is why we must ensure sufficient refining capacities within Nigeria. If we do that, petrol will be cheaper because it is locally produced. In the meantime, we will protect Nigerians from higher petrol prices through a new comprehensive Energy Policy.
To provide an adequate and affordable electricity supply for every Nigerian, we will ensure sufficient investment in the sector. We will leverage renewable energies to power homes and commercial centers.
And that is why we must provide opportunities for our people. When the citizens of any nation have the opportunity to progress at their own pace, they themselves will help make insecurity a thing of the past. We must remember that terror only thrives where there are local support and crime flourishes where it is profitable.
If we introduce opportunities for Nigerians to express and progress themselves, we would have depressed the insecurity.
6. My Policy Document
As you are aware, I am a man of policy. I will never be that kind of a president operating based on impulse. My administration will be guided by a consolidated and timely policy document.
You and I will be working together to update and review my existing policy document. We should consolidate our ideas into a unified people’s policy that will reflect the realities and possibilities of the current time. The consolidated and reviewed people’s policy document will be announced in due course. It will also serve as an input into the PDP manifesto.
7. Style of governance
I am confident in my ability to deliver inclusive governance. I invite every well-meaning Nigerian to join me in rescuing Nigeria. I don’t have to be the most qualified Nigerian, but I should be wise enough to bring together the most qualified Nigerians to work with them even if I don’t know them previously. I will summon the best brains and work with them.
I would like to work more with young people. Young people are more agile, creative, and conversant with contemporary opportunities and challenges. I too, I feel like I am a young man. So, you can call me a youth too.
Our administration is going to be a transition of power from the senior generation to a younger generation.
We will cut down the cost of governance because leaders must sacrifice first for the benefit of the people. We will set our fiscal budget within a realizable and realistic level so that we can reduce government debts. We will support and actively engage the private sector in building infrastructure and creating more job opportunities.
8. Conclusion
In the end, this campaign is not about me; it is about you; it is about the future of this country. Let our stories be told for generations to come that we are the ones that rescued Nigeria when it was on the verge of fatal destruction. This is our last opportunity to write our names with the golden ink of history. It must be now or never.
This time around is different; our journey will not end at the poll; we will get to work and rescue Nigeria. I invite every Nigerian to join me in this mission to save our dear country. I believe together we can do it. This is what we owe to Nigeria and the future generation. I have never been this optimistic, and with your support and God’s grace, we will get to the promised land.
The late sage, Chief Obafemi Awolowo, did say that “after rain comes sunshine. After darkness comes the glorious dawn.” We have experienced rain, and the darkness has enveloped us for too long. Now is the time for sunshine. The hour of our glorious dawn is finally here.
Let me take this opportunity to specially thank the executives and members of the North-East Business Community for not only encouraging me to contest once again, but also for going ahead to purchase the Expression of Interest and the Nomination Forms for me.
My appreciation also goes to all the members of TEECOM chaired by the High Chief Dr. Raymond Dokpesi, for their hard work, dedication, and commitment to this project. I pray that God will crown our efforts with success.
